Start with an empty coastal map and transform it into a thriving metropolis. Build residential, commercial and industrial zones, connect roads and power lines, manage public services, control pollution and crime, respond to fires, balance your finances and guide your population from a small settlement all the way to a prosperous capital city.

Everything runs within the limitations of real Game Boy hardware.
